They are called "Pacts" Any shinobi regardless of rank is allowed to enter a pact with a beast. The shinobi then gains powers unique to the beast and as a plus the person body grows pass there recent limits. This means a genin who once could only go as High as 15% in mastery of something could go as high as 25%(As long as the upgrade is pertained to the Pact-Beast powers)

And for those who cared, or were worried {which I doubt} I'm fine and doing well this time, my computer just isn't. My computer isn't starting up, it gets to the point were it says welcome, then the desktop picture comes up, then absolutely nothing. It's quite irritating, It won't even load all the way up in safe mode, which makes it more irritating. ...
